Link road to school constructed

ITANAGAR, Nov 15: Link road to the Govt Middle School Bassernallo was constructed during a social service organized by All Papum Pare District Students’ Union (APPDSU) yesterday on the occasion of Children’s Day. During the drive, more than 150 volunteers including public leaders of Bassernallo area, ZPM, ASM, GB and All Bassarnello Youth Association (ABYA) along with the members of APPDSU also worked on a flood control wall for the school.

 

Extempore speech competition conducted

ITANAGAR, Nov 15: As a part of children’s day celebration, the Society for Education and Environmental Development (SEED) conducted a school level extempore speech competition at Govt Secondary School Bizari under Dambuk circle of Lower Dibang Valley district on November 14 last.

Oyi Ratan and Onyok Pertin bagged the first and 2nd prizes in the senior category while Annom Gamno and Subhom Paswan took away first and second prizes in the junior category respectively. Altogether 60 students had participated in it.

 

IMCLS opposes transfer of subject teachers

ROING, Nov 15: Expressing concern over the continuous trend of transferring subjects teachers of Government Higher Secondary School, Anini  during mid session, the Idu Mishmi Cultural and Literary Society (IMCLS), in a letter to the Anini Deputy Commissioner requested him halt transfer order and  not to release the subject teachers.

"This process of transferring subject teachers at the peak hour when the exams are approaching really affects the studies of the students adversely. Each year the same thing happens and the consequence can be seen in the result of the final examination. In the last school session alone, only 11 out of 33 students managed to pass out," said IMCLS general secretary Rajiv Mihu. He further said "Whatever may be the reason behind such abrupt mid session transfers of teachers, the Government should understand that the ultimate sufferers are the students. Their career and their future are put on stake."

The IMCLS informed that TGT Economics, TGT English and PGT Economics have been given transfer orders, while JT Hindi has already left without any reliever.

 

 

DC kicks off Wangnia Pongte Memorial Running Trophy Football Tournament

CHANGLANG, Nov 15: Changlang Deputy Commissioner Wayong Khimhun kicked off the first Wangnia Pongte Memorial Running Trophy Football Tournament-2015 at Changlang district headquarters today.

The inaugural match was played between Watlon FC and Kantang Circle FC in which the latter defeated the former by 3-2 goal.

17 teams from various parts of the district are taking part in the tournament.

Addressing the players and huge gathering of football lover, the DC said that sports are effective in preventing the youth from using contraband substance by keeping them engaged during their leisure time. Expressing his gratitude to the organizing Committee, he said that organizing such tournaments from time to time in drug affected districts like Changlang is utmost necessary which helps the youth to abstain from use of drug and alcohol.

He appealed to the players to maintain sportsman spirit throughout the tournament.

Khongman Zongsam, a senior citizen from Old Changlang Village also urged the players to maintain strict discipline throughout the tournament and not to engage in acts of indiscipline and violence during the matches.  He hoped for a peaceful and successful conduct of the tournament.

Earlier, MLA Tesam Pongte in his address remembered Late Wangnia Pongte who had been conferred with the title of "Father of Tutsa" posthumously by Tutsa communities living in both Changlang and Tirap districts. He highlighted Late Pongte's contribution in bringing positive social relationship amongst the entire sub-tribes of the district. He said that Pongte always dreamt of strong unity within these sub-tribes. He further said that the tournament is organized not only to pay homage to the Late leader but also an endeavor to convert his dream of upholding unity, integrity and communal harmony among the sub-tribes of the district into reality.

ACDSU win district level football tournament

ITANAGAR, Nov 15: Host All Changlang District Students Union (ACDSU) won the 1st District Level Football Tournament defeating a spirited United Miao Football Club (UMFC) 4-3 (5-4) via tie-breaker in the final at the General Ground, Changlang today.

The match went to penalty shoot-out after both the teams were locked 1-1 after end of the regulation time.

Both the teams fought equally during the entire match.

Kunchom Rekhung put ACDSU ahead by scoring in 40th minute which was equalized by UMFC in the second half through a goal from Akhonkam Tikhak.

The champion team ACDSU was awarded cash prize of Rs 1 lakh along with a trophy while the runners-up UMFC was given Rs. 50, 000 along with a trophy.

Ashu Das of UMFC became the highest goal scorer of the tournament with 11 goals in his kitty while Pontheng Rekhung of ACDSU was adjudged as the best player of the tournament. He scored 7 goals and was instrumental in the scoring of 3 more goals by his team mates.

KCFC won the best disciplined team award while Chungpot Rekhung of ACDSU won the best goal keeper award.

The prizes were given away by Tesam Pongte, MLA, Changlang (North), Suraj Tayam, finance secretary of All Arunachal Pradesh Students Union (AAPSU), Jango Hallai, Vice-Chairman (Vigilance), AAPSU, Kumar Doka, District Sports Officer (DSO), Changlang, Menpa Haisa, President, ACDSU and a host of other dignitaries.

 

State Judo team leaves for Gujarat

ITANAGAR, Nov 15: A nine-member Judo team from Arunachal Pradesh, including an official, left for Gujarat to participate in the National Cadet and Junior Judo Championship-2015-16 scheduled to be held in Vadodara from November 19 to 28.

The participating Judokas are: Tai Abu, Bate Manyu, Kato Ngadong, Mirem Tayeng, Kabin Doyum, Anjali Sagro, Yari Maying, Toko Tachu.

Dari Lokam is the Coach and Manager of the team.

 

Kurung Kumey Karate team for Mini Olympics

ITANAGAR, Nov 15: All Kurung Kumey Karate-do Association (AKKKA) has selected 9 players to represent the district at Mini Olympic Games scheduled from December 2.

The selected players are (Boys) Bulang David - (-50kg, Kumite & Kata events), Bamang Kanu (-55kg, Kumite), Pissa Kami (-61kg, Kumite), Bialok Ragit (-67kg, Kumite), Nabam Takap  (-75kg, Kumite), Charu Aman   (-84kg, Kumite), (Girls): Biri Moni (-45kg,Kumite), Bamang Yakum (-50kg, Kumite), Juna Dada (-55kg, Kumite & Kata).

ITANAGAR, Nov 15:  All Anjaw District Karate Do Association will conduct the 2nd District Level Karate-Do Championship-2015 at Multi-purpose Community hall, Hayuliang, Anjaw on November 19 and 20.

Arunachal Karate Do Association Vice Presidents Dr. Marli Ete and Charu Tatung will attend the championship.

 

State Chess Tournament begins

ITANAGAR, Nov 15: The 7th State Level Open Chess Tournament began at Dera Natung Govt. College here yesterday.

After end of the third round, Tabu Dupit, Joram Ago, Bigam D Lendo, Hage Lasa Nado and Tachung Dupit have earned three points each. Ajay Tok Camdir collected 2.5 points from two wins and one draw matches.

BP Lahan, Taba Anam and Tapi Shah, all senior national arbiters, are the judges of the tournament.

A total of 108 players from across the state are participating in the tournament.

 

2nd TD Memorial Veteran Football Tourney begins in Pasighat

ITANAGAR, Nov 15: The second Tasing Darang Memorial Veteran Football Tournament, 2015 began at General Ground, Pasighat today.

While kicking off the tournament, Sports Authority of Arunachal (SAA) Vice Chairman and Arunachal Olympic Association  Secretary General Gechi Doke advised the players to maintain strict discipline throughout the tournament saying that discipline is one of the most important and useful skills everyone should posses.

Tamat Gamoh, chief patron of DFA and veteran football player informed that altogether 8 teams are participating in the championship this year.

Rengging FC beat defending champion Mirmir Bulls 2-1 in a hard fought opening match.

The tournament is organized by the District Football Association, East Siang (DFA) under the aegis of Arunachal Pradesh Football Association.

Mudang Omo fastest man of Arunachal

ITANAGAR, Nov 15: Mudang Omo of Ziro became the quickest man of Arunachal Pradesh, when he clicked 33 minutes to finish the marathon race from Naharlagun to Itanagar with the theme “Jaag Arunachal Bhaag Arunachal” organized by Arunachal Pradesh Youth Congress today.

Karbu Kena of Daporijo came two minutes behind Omo to take the second position in men’s open category.

Soma Pao finished third with a timing of 35 minutes.

Anung Wangsu of Sangey Lhaden Sports Academy retained the women’s open category title. She took 56.14 minutes to cover the distance between Naharlagun and Itanagar. Anung had won the title in the first edition of the marathon race last year.

Soni Nalo (56.59 min) of SLSA and Posen Kongkang (58.31 min) of SAI SAG, Naharlagun finished second and third respectively.

Bamin Grayu won the title in men’s above 45 year category with a timing of 58.48 minutes. Lindum Nilo (62 min) and Sashu Taniang (75 min) took the second and third position respectively.

In women’s above 30 years category, Apu Rotom was the winner, she took 48.60 minute to cover the distance. Rotom Yada (50.90 min) and Ayik Rotom (53.12 min) finished second and third respectively.

The winner, second and third place finishers of Men’s and Women’s Open categories were awarded cash prizes of Rs.75,000, Rs.35,000 and Rs.20,000 respectively along with certificates.  Cash prizes of Rs.50,000, Rs.30,000 and Rs. 15,000 were awarded to the winners, second and third place finishers of Men’s above 45 year and Women’s above 30 year categories respectively. There were also consolation prizes of Rs.5000 each for the top 10 finishers.

Cash prize of Rs. 2000 each was given to top six finishers of children age below 16 years category.

The race started at Rajiv Gandhi Stadium, Naharlagun around 8 am and Congress Bhawan, Itanagar was the finishing point.

Home Minister Tanga Byaling, who was present both at the starting and finishing points, exhorted the participants, especially youths to avoid drugs, alcohol and maintain a disciplined life. He also highlighted the various sportspersons friendly programmes and policies of the government, including job reservation for meritorious sportspersons in state govt. departments.

Bollywood actress Neetu Chandra was all praise for the participants, particularly those mothers and children below 16 years, for their enthusiasm and stamina to complete the race and win prizes. She even queried one of those participating women above 30 years about the secret behind their body fitness and stamina.

Later, prizes were distributed to the winners by Ministers Byaling, Tirong Aboh, Neetu Chandra, Indian Youth Congress general Secretary Indrani Mishra, Parliamentary Secretaries Karya Bagang, Nyamar Karbak and other dignitaries present on the occasion,

Former MP Takam Sanjoy was also present during the flagging off ceremony at RG Stadium.

The main objective of the marathon race is to promote peace, harmony among people of the state as well as generate awareness among public on the importance of staying physically fit and healthy.

Altogether 1870 runners took part in the marathon race.

 

 

Governor suggests to induct

new species in Itanagar Zoo

ITANAGAR, Nov 15: Governor of Arunachal Pradesh JP Rajkhowa has suggested authority of the Biological Park to induct new species in Itanagar Zoo to woo more visitors.

Governor, who along with First Lady Rita Rajkhowa visited the Biological Park today, advised the Zoo authority to induct captives, including Rhinos, Hippo and Chimpanzees in the zoo. Rajkhowa advised the forest officials to start animal exchange programmes with other states and zoos.

The Governor said that he will communicate with his Assam counterpart for some Rhinos in the Parks of Arunachal Pradesh. Assam has gifted many Rhinos to States like Odissa and Delhi, he said expressed confidence that the State will gift some Rhinos to Arunachal Pradesh too.

Sharing his experiences of visiting zoos in India and abroad, particularly San Diago Zoo in USA, the Governor said that the Park must introduce fibreglass signboards near the enclosures for providing details of the captives.

The Governor said that like Parks all over the world it must have concession in the entry fee for the senior citizens and physically challenged people.

The Park must have special provisions for them to enjoy the best of the facilities. He also advised the Park officials for renovation of the railings, enclosures and road link to the Park and its internal arterial roads.

During the visit, the Governor interacted with other visitors and exhorted them, particularly the parents and guardians to visit the Park regularly along with their wards as it is very educative for the children.

Citing deaths of large numbers of Vultures, which are considered to be best natural scavengers, in Assam due to poisoning by veterinary drugs, the Governor called for more awareness on birds and animals through facilities like Biological Parks and Zoos. Such facilities promote conservation of the flora and fauna, he added. Arunachal Pradesh has one of the 35 hotspots of the world and also large numbers of endangered flora and fauna. More effort must be there by the Forest officials and people of the State to preserve the treasured nature’s bounty, the Governor emphasised

Later, the Governor and the First Lady visited the Hoolock Gibbon Conservation Breeding Centre, located in the restricted area of the Park. The Governor lauded the efforts of the Park officials and conveyed his good wishes for their future endeavours.

Earlier, Curator of the Biological Park, Raya Flago and Zoo veterinarian Dr. Sorang Tadap guided them around the Park, which has varieties of mammals, birds and reptiles kept in separate enclosures.

There are more than 200 animals and large numbers of birds in the Park, which includes Royal Bengal tigers, clouded leopards, leopards, Sambar, Barking Deer, Wild Boar, tortoises, alligators, monkeys, Brown Fish Owl, Macaw and hornbills, Curator Flago informed.

CM greets media fraternity on Press Day

ITANAGAR, Nov 15: Chief Minister Nabam Tuki has extended his best wishes to the media fraternity on the occasion of the National Press Day being celebrated on November 16 throughout the country under the auspices of Press Council of India.

In a message this evening, the Chief Minister put on record his appreciation to the state’s small but vibrant media fraternity for choosing to celebrate this year’s National Press Day at Pasighat for the first time. Traditionally, the celebration was held every year at the state capital Itanagar.

This is a very novel gesture. I congratulate the Arunachal Press Club, the Arunachal Pradesh Union of Working Journalists and Arunachal Electronic Media Association along with Directorate of Information & Public Relations for their decision, which will go a long way in connecting with media houses and journalists working out of Itanagar in district headquarters and small towns across the state,” he observed and suggested taking the celebration to various parts of the state in the coming years.

Tuki pointed that such events would sensitize the people about media and its responsibilities as well as the most important role of that of the Fourth Pillar of democracy.   

He also appreciated the media fraternity of the state for continuing with its tradition of felicitating people who have achieved something great and contributed to the service of the state and its people.

 “I am sure this year too unsung heroes of the state will be felicitated by the watchdogs of the society, which in itself is quite a distinction,” he said.

While reiterating his commitment for welfare of the growing media fraternity of the state, the Chief Minister called for dedicating the day to analyze the role of media in a democracy by serving as an agency for the people to access information and help strengthening and supporting the democratic process. At the same time ensuring that its time honoured universal principles of verification and right to fair opportunity to all are not lost sight of.

“I am happy that despite various hurdles the media fraternity in Arunachal Pradesh has never ceased to grow and appeal to my press friends to adhere to the fundamental objectives of journalism to eschew publication of inaccurate, baseless, graceless, misleading or distorted material, avoid conjecture, speculation or comment as a statement of fact to prevent avoidable misgivings in the minds of the people,” he added.

Tuki also lauded the press fraternity for choosing the theme – Media vis-à-vis rural reporting in Arunachal – for the celebration. He said the topic is quite relevant not only for Arunachal Pradesh but for the country too.

“Attention of the media is always on the metros and state capitals whereas actual issues to be dealt, focused and highlighted are happening in the rural areas, which form the major portion of the state or the country geographically. Drawing attention towards rural reporting has been long due. I thank my media friends for taking up the issue,” he said.

ITANAGAR, Nov 15: Nyamto Atoa of Govt.  Higher Secondary School, Khonsa lifted the State Level Governor's GK Trophy.

Potor Romin and Lukpe Romin of Govt. Hr. Sec. School, Liromoba and Jospin Joseph and Mimar Miroh of Daying Ering Memorial Govt. Hr. Sec. School Pasighat were adjudged second and third position respectively. The event was organized at Govt. Hr. Sec. School, Naharlagun, Kankar Nallah today.

Speaking on the occasion, DDSE Capital Complex Mallo Yam Gollow, said that this kind of competition would enhance the knowledge of the students.

Yak mela at Lumpo and Zemithang

TAWANG, Nov 15: Indian Council of Agriculture Research (ICAR) and National Research Centre on Yak (NRC-Yak), Dirang in collaboration with 190 Mountain Brigade and Arunachal Pradesh Government organized a one-day Yak Mela at Lumpo and Zemithang village yesterday.

In his inaugural address, Parliamentary Secretary for RWD, Jambey Tashi informed that Chief Minister Nabam Tuki led  government is very keen to cater for the need of  the Brokpa brethren and has allocated multiple crore funds to assist them.

"Yak and sheep are interlinked with Monpa tradition and are inseparable part of our community. So it is high time that we protect the 'ship of the mountain', he said adding  that the noble endeavor of the ICAR and NRC Dirang is a boon for the region.

He further called on the villagers to enroll themselves  under Chief Minister's Universal Health Insurance Scheme to avail its benefits saying that  the health assistance provided by the state government under the CMUHIS is the first of its kind in the whole country.

Exhibition stalls by the Brokpa community and live demonstration of Yak milk products preparation were the star attraction of the fair, attended by hundreds of local denizens and yak rearers.  The dignitaries honoured 100 yak rearers with basic amenities like tarpaulin, gumboots, mineral mixture, milking bucket, solar emergency light, calcium preparation and radio etc.

A livestock competition was also organized wherein the best female yak, yak bull and Dzomo (yak-cattle hybrid female), were awarded. Dr.  S M Deb, Director ICAR- NRC on Yak, Dirang, A Mitra, Director, NCR on Mithun Nagaland, former union minister for state, Omak Apang and Colonel Rajeev Sharma, Commandant, 5 Madras Regiment, Lumpo were present on the occasion.

Recognize hygiene as necessary component

of quality healthcare

For thousands of patients of our state who seek basic medical care from our government-run hospitals, the prospect of getting low cost treatment is a luxury, for they would not have been able to afford treatment in a private hospital since it is expensive and often beyond the reach of many. To them the ill-equipped and overcrowded government hospitals with their general air of confusion and dismal unsanitary condition do not matter as much as their pressing need for medical attention.

In Naharlagun, a cursory glance at the Arunachal State Hospital’s children’s and female ward in the new block building, with its old rusted beds strewn with torn mattresses, broken window panes and grime encrusted walls is enough for anyone to comprehend the pitiable condition in which patients are left to recuperate.

Much needs to be done in terms of hygiene and basic amenities in the new building block of the ASH, which was inaugurated in 2009 to include women, children and oncology wards. The healthcare services offered by the state hospital to the people are no doubt commendable though, it lacks a regular hygienic atmosphere for patients and their visiting families to ensure that their stay is comfortable and they feel being taken care of. A hospital should first of all signify cleanliness and order symbolizing dignity of its patients and their overall well being. It is the basic right of every individual irrespective of their economic status to avail medical care in a well-organized and clean hospital. The authorities need to recognize that cleanliness is undeniably, a major factor in ensuring good health as well as early recovery of patients.     

Sadly, hundreds of patients in our state hospital are presently compelled to recuperate in ill-kept wards which reek of sweat and human waste instead of the usual smell of medicine and disinfectant. The floor is dusty and the walls bear spit marks. Inside the children’s ward, six decrepit rusted beds are arranged where little children sleep off their ailments over thin mattresses often without warm blankets unmindful of the overall pathetic atmosphere under the watchful eyes of their parents. Here, the windows are broken and covered in years of grime. The small bed tables placed here also look like it has never been cleaned.

Similar is the condition of the adjoining women’s ward where relatives of the patients have to sit on either the patient’s bed or on a bench as there are not enough seats for them to sit on. A particular women’s ward has four rusty beds and a single wooden bench for people to sit over a dusty floor. A man from Harmuti, Assam, whose wife is undergoing treatment for cancer in the hospital is however, not complaining. ‘The floor has been swept in the morning and the nurses and doctors are also very helpful’, he said sitting on an empty bed opposite his wife’s. His son is standing next to his mother’s bed while, his daughter-in-law sits on the bench. ‘My wife has been receiving treatment free of cost here. She had undergone chemotherapy six months back but now her condition has suddenly deteriorated so I got her admitted here again’, he hastily explains.  A single grubby window in the corner of the room is broken too. Its winter here already and the infirm have no option but to sleep in the cold bare room unless, the hospital authorities repair the windows soon.

For a reputed state hospital which has an excellent record of providing decades of healthcare services to the people, a little effort on their part to create a hygienic atmosphere would go a long way in improving the current dismal condition of its patients.

 

 

Tuki urges NE people to take part in Nation building

NEW DELHI, Nov 15: Arunachal Pradesh Chief Minister Nabam Tuki called upon the people from the North East residing outside their home states in the country to come together in building a stronger India while respecting and preserving their identities.

 “Let us be immersed in building together a strong India, where there is freedom of thought and expression and where all can grow, where differences are something we enjoy and not the grudge cause for rivalry,” Tuki said while attending the Silver Jubilee Celebrations of the North East Catholic Community of Delhi (NECCOD) in the national capital today.

Congratulating the Catholic community from the North East on occasion of the Silver Jubilee, he said that the Bible and Catholic traditions teach all to be faithful to the nation and the Catholics, down the centuries, have been doing just that.

While pointing that coming from various states, ethnic and linguistic groups, people have been able to sink their differences and come together for the celebration, Tuki said the same can be achieved in all other aspects of daily life, particularly in nation building.

“You who are away from your homes in the North East and live in Delhi have a great role in educating our young to be faithful to their traditions and at the same time get absorbed into the national mainstream with pure heart and respect,” he said.

Tuki urged the North East community, particularly NECCOD, to become not just a source of inspiration and role models but a source of help to those in need and those who come down to the national capital far away from their homes and families.

The Chief Minister later attended the Holy Eucharist where the Chief Celebrant was Most Rev. Dominic Jala, Archbishop of Shillong, Meghalaya.

 

 

BJP refutes APCC allegation

ITANAGAR, Nov 15: The State Bharatiya Janata Party (BJP) took strong exception to Arunachal Pradesh Committee (APCC)’s recent press statement alleging that the BJP has made the Raj Bhawan as its party headquarters.

Expressing shock over the allegation linking the Raj Bhawan with the party, State BJP president Tai Tagak in a party meeting here today said that the constitutional head has never been dragged into any controversy for petty political reasons by the state BJP.

The institution of Governor is the custodian of the Constitution and is above the partisan politics and we are always maintaining the sanctity of Raj Bhawan, the BJP president said.

He termed it a planned attack on Raj Bhawan and a desperate attempt of APCC to divert the attention of the people from the ‘serious crisis within the ruling Congress government.’

“The Governor has time and again given clarifications regarding his letter to the PM in connection with the Green Field Airport in Arunachal Pradesh. The leader of opposition Tamiyo Taga has also made his stand clear on many occasions,” he said.

“Let us use the Raj Bhawan as the link between the state and the development of the people,” Tagak said.

The state BJP also felt that terming the Governor as man from Assam and his alleged soft corner towards his home state would be detrimental to the state in many ways, he opined.

“As a highly learned and elder statesman of North East, he knows his responsibility and raring doubt on his integrity is unbecoming. We must feel lucky that a man of our region who knows us well has been placed in the Raj Bhawan to look after the gubernatorial affairs of the state,” he added.

Standing dominatingly on a hill slope amidst serene and opulent nature the stately Sub-Jail at Khonsa is one of the landmark buildings in the insurgency-hit Tirap district. The Sub-Jail which started functioning five years ago is equipped with all the modern amenities to cater to the needs of both the Jail inmates and the officials manning it. True to the spirit of 'treating the inmates with compassion' the Jail is functioning properly and the inmates treated with love and compassion. Many people have the wrong notion that a jail is only for punishment. But actually it is a place for reformation wherein the inmates are encouraged to become worthy citizens. The Sub-Jail at Khonsa is strictly adhering to the Sub-Jail manuals. The inmates are provided with carom board, TV, newspapers and other source of entertainment. Little wonder then, the inmates are feeling at home away from their homes. The health of the inmates is monitored by qualified doctors on daily basis. The district administration and police are focusing on construction of drains and provision of all the required infrastructures so that the inmates and the security personnel stationed in the Sub-Jail do not suffer for want of basic needs. Emphasis is also put on the fact that the UTPC food quality served in the jail should be intimated to the DC on daily basis. The DC told that the use of PDS ration for the inmates must stop forthwith and the picture of the food prepared should be shared with the DC every day on WhatsApp to ensure that the right menu and quality of the food were maintained. The Deputy Commissioner Ravi Jha, Superintendent of Police Jasmeet Singh and Civil Judge Damge Niri  have initiated steps to replace the septic tank inside the boundary wall of the jail while a new one has been constructed in the month of October in collaboration with PHED. No special fund for the purpose was provided but the said work has been completed. A generator has been provided along with 12 feet high central pole light around the jail. The staircase used by some UTPs to escape in the past has also been dismantled.

Under the trial review committee (UTRC) a meeting was held recently in which the committee had a threadbare discussion on the problems and scopes of the jail and the DC and other UTRC members visited the Sub-Jail to get a first hand information of the ground realities facing the jail. During the visit to the Sub-Jail, the UTRC members collected the exact number of inmates inside the jail and made identification of the inmates undergoing trials in various cases under different IPC sections. The records so collected were duly forwarded to the appropriate authority. It was also decided in the meeting to monitor the functioning of the Sub-Jail efficiently. The Deputy Commissioner asked the members of the UTRC not to leave any lapses whatsoever, while supervising the activities pertaining to the inmates of the Sub-Jail. The members of the UTRC will also meet on a regular basis to keep themselves updated on the functioning of the Jail.  The Minister for Food and Civil Supplies, DoTCL and Mining, Tirong Aboh also visited the Sub-Jail in December, 2014 when he was an MLA and assured all his help for the welfare of the inmates and the police personnel.

It may be well concluded that the Sub-Jail located at Khonsa is well-maintained, monitored and secured. However, shortage of fund to improve the jail further is a bottleneck for the district administration and the district Police. When contacted the Deputy Commissioner said that no stone would be left unturned to make the Sub-Jail comfortable both for the inmates and the jail officials. In fact, the Deputy Commissioner has initiated a number of innovative and path-breaking steps to improve the functioning of the Sub-Jail. PMSBY, PMJJBY for state’s workers launched

ITANAGAR, Nov 15: Home Minister, Tanga Byaling and Civil Supplies and Consumer Affairs Parliamentary Secretary, Nyamar Karbak jointly launched the Pradhan Mantri Suraksha Bima Yojana (PMSBY) and Pradhan Mantri Jeevan Jyoti Bima Yojana (PMJJBY) schemes for all registered workers of Arunachal Pradesh Building & Other Construction Workers Welfare Board (APB&OCWWB) at Banquet Hall here today.

Speaking on the occasion, Byaling said that under the Aam Aadmi Bima Yojana launched by the UPA government, the premium will be borne by the Centre and the state government at 80:20 ratio. The state government under chief minister Nabam Tuki has decided to pay the annual premium of Rs 330 and Rs 12 under PMJJBY and PMSBY for registered workers of APB&OCWWB respectively, through the Board's collection of one percent cess from every scheme of various department, he added.  

APB&OCWWB chairman, Nyamar Karbak also informed that the workers registered with the board will be entitled to get a benefit of Rs 5 lakhs, under the aforementioned schemes besides, the existing death benefit scheme of the Board. Karbak said that under the Chief Minister's Relief Fund, the registered workers under APB&OCWWB can avail medical assistance for major operations of upto Rs. 2 (Two) lakhs, while adding that the state government will also initiate housing and tool loans for registered workers soon.

Highlighting the benefits of both the schemes, SBI Chief Manager Jaspal Singh informed that PMSBY ensures Rs 2 lakhs, in case of accidental death to all savings bank account holders in the age group of 18 to 70 years for a premium of Rs. 12 per annum per subscriber. The scheme would be offered/administered through Public Sector General Insurance Companies (PSGICs) or other General Insurance companies willing to offer the product on similar terms on the choice of the Bank/ RRB /Cooperative Bank concerned while, PMJJBY ensures death benefit of Rs 2 lakhs, under any circumstances.  

Later, the Home Minister and Civil Supplies and Consumer Affairs Parliamentary Secretary-cum-APB&OCWWB Chairman presented PMSBY and PMJJBY insurance certificates to registered workers of the Board. Around 368 registered workers from Capital Complex and adjoining area attended the programme.

Punish the absentee govt employees

As per the recent news report Odisha government dismissed 408 doctors for leaving their place of duty without approved permission of the authority for a long period. The report added that on the recommendation of the state health department, the government had initiated disciplinary proceedings against 412 doctors, who had been absent from their duty for a long period and remaining incommunicado.  First of all the government of Odisha should be lauded for taking such bold step against its official for neglecting their duty. This will send strong message to other government officials who remains absent from their place of duty.

In our state too often people complain about how government officials especially doctors and teachers do not attend their duty. Most of the govt. servants who are posted in interior areas remain absent from their place of posting for months. They prefer the comfort of district headquarter and capital complex. The poor public is the worst suffers in such situation. Government of Arunachal should emulate its Odisha counterpart and get hard on those officials who remain absent from their place of posting. No leniency should be shown to such government officials. Strongest punishment should be meted out to those government officials who are irregular in attending the duty.

The wait for newspaper

Dear Editor,

The buzz word these days in the national discourse is intolerance and the changing context and the shift in the propaganda to give a new definition to the idea of India is the order of the day.

The narrative, which was build up of the excessive showmanship, some say arrogance of incumbents over the last 18 months, with lynching over food habits, episodes of Award-Wapsi, and the march towards Raisina Hills culminated in the Bihar election results.

Arunachal Pradesh, though in the remote east of the country was actively witnessing what was unfolding at the national level and reaching in its own way through the limited media exposure the state has, trying to contextualize it in the Arunachalee style!

Be that as it may, the State has its own share of debate on ‘tolerance and intolerance’. The fierce proxy war through local media, firstly between the ruling and the opposition party, which later shifted ground amongst the party in power. A twist in the entire drama came with the ‘leaked letter’ and the airport issue.

With the plot thickening each day, every citizen would eagerly wait for the morning newspaper to witness the drama unfold and attain a pale sadistic pleasure. The entire play and unfolding of events would give many of the reality shows a run for their money! Few years back, I was hooked to the reality show – Big Boss – and would be glued to the TV each night prime time to see what transpired in the house last 24 hours.

Now, I wait for my newspaper eagerly every morning to find out what happened and I am beginning to enjoy the entire unfolding of events with high voltage drama – unseen and unheard of in the State! The television programs are of little interest these days compared to what is being witnessed in every morning’s headlines. In this season of award and portfolio wapsi, both of which I don’t have, I too join the trend and return my cable TV connection. So…bye-bye Tata Sky… for now, I wait for the headlines every morning instead!

A Consciously Inconspicuous Citizen

 

 

Bihar and beyond

Dear Editor,

Nobody has got a magic wand. These two significant developments in the national politics that led to the rise of Kejriwal and Narendra Modi was due to massive anti-government sentiments of large scale corruption (CWG, 2G, Coal scam etc) by UPA government. These cases shocked most of the Indians, and brought us together to fight against number one enemy - corruption. That led to Anna movement and created a new political party, the Aam Admi Party (AAP). AAP led by Kejriwal scored a landslide victory in Feb. 2015 by winning as many as 67 of the 70 seats leaving BJP with only three and completely decimating Congress which drew a blank. Half of Delhi’s population lives in slums, without access to a toilet. So, it’s obvious they would vote for Aam Admi Party on the promise for better life. People wanted him to have future in Indian politics and knew that he could take on the Congress, but they weren’t sure that he could be a viable alternative to it. Hence, this created another gap and simultaneously led to the rise of another political star- Narendra Modi.

AAP came into existence solely on the promise that they would provide corruption free government in the country and to bring Lokpal. You know what these duplex bungalows for Kejriwal, luxury cars, Rs 500 crores expenditure for advertisement and list of corruption charges against AAP goes on and on, it’s never ending for a moment. On the other hand, BJP came into power with 282 seats on the promise that they would bring back black money, so called kala dhan and promised each citizen rupees fifteen lakhs in their account.

I don’t see any significant impact of Bihar election on national politics in days to come. The only thing I saw in this election was that Bihar cannot think beyond caste when voting, goes the conventional wisdom. Having said that I wished this time they could have voted only on the basis of issues concerning them and for free and fair election. At least, the nation could have thought twice before calling them in tag name. I would be the happiest person not to give them this tag. If they could have voted beyond caste, the nation could have realized that they have gone far beyond caste politics towards development. But, that seems to be a distant dream now. The reason for BJP defeat is that they couldn’t project mass local leader as CM candidate and not able to form winnable alliance.

How exactly do Indians vote? I would like to stress here that politicians are taking advantage of the innocent citizen of this country. I would urge each one of you to vote wisely, not on the basis of clan or caste, but only on the basis of issues. Never aligned with one party permanently especially while choosing the right candidate. If we don’t change, surely we are moving towards disaster. There will be lack of decision making, inefficiency and stalling of progress and growth in our country. Question like Akal badi ya bhains will continue to come from time to time. The young generation will find it even more difficult to get a good education and well paid jobs. After all, if we choose our leader based only on the toffees he gives us, then we somewhat deserve our fate.

Painful experience

Dear Editor,

I had earlier heard and dismissed a lot of stories recounting the ill-treatment of Arunachalee people travelling through Assam. Few days ago I had to face a horrific situation due to few corrupt, heartless and callous personnel’s of the Assam Police, while travelling from Itanagar to Pasighat with my 7 month old baby. Just after crossing Dhemaji, our Tata Winger was suddenly stopped by two men holding large stones, standing in the middle of the road. Those men falsely claimed that our Winger had hit and run over a biker back on the way and was running away. When our driver tried to reason with them, they pulled him out of the vehicle and started pushing and punching him left and right. Soon, a large mob gathered and blindly joined the beating without even knowing the story. Some passengers got out and tried to tell them that our vehicle had noy hit anybody on the way.

The angry mob also started to push and punch the passengers. My 7 month old baby was in my arms, wailing. I was terrified when a woman in the mob demanded in Assamese that the ladies in the vehicle also be pulled out and beaten. But just then, the Assam Police arrived and I sighed in relief, as I believed that man in uniform would certainly handle the situation with proper reason. But all my shock from the incident on the road turned to more dismay when we were brought to Dhemaji PS along with the vehicle by around 6 pm. There, the policemen searched the vehicle for any dent or scratches as proof of the said hit and run case. But they couldn’t find any proof in the vehicle; which incidentally, was a brand-new one. Then, the OC (Dhemaji PS), who was in a inebriated condition, decided to arrest the driver, who was already beaten black and blue by the mob, and ceased his vehicle; leaving us, the ten innocent passengers totally helpless and stranded in the now deserted town. It was already 9 pm. When I requested the OC to help us at least to get another vehicle to Pasighat, which we were willing to pay for; he shouted and used unparliamentary words against me in Assamese. When I politely asked for his name, he threatened to lock me up with my baby for the whole night. I along with the other passengers, had no other option but to wait outside in the compound of police station for the whole night, had it not been for one good Samaritan, who drove down his car from Pasighat to pick up his daughter, who was one of my co-passengers. He gave me and other two lady lift in his over packed car upto Pasighat. I reached home with my baby around 12:30 midnights.

As I am writing this letter now, my baby is burning with high fever, perhaps due to the hunger, cold and shock from that night. I am writing this letter as a way of venting out my anger and frustrations. As the mother of a 7month old child, I can only spit and curse that alcoholic, heartless, OC of Dhemaji PS for all those sufferings that my little baby went through. But on second thought, I prefer to hold back all my bitterness, as I believe that there is a supreme seer up there, who will punish such wrong doers someday.
